Ministry of Development of Ukraine Secures €3.55 Billion from European Partners for Reconstruction

The Ministry of Community and Territorial Development of Ukraine has announced the attraction of funding from European partners amounting to €3.55 billion. Following the URC2025 conference, a series of agreements, memoranda, and joint statements were signed to ensure the country’s recovery and the development of key infrastructure areas.

Main Results of Cooperation with European Partners

During URC2025, the Ministry of Development signed five agreements worth over €370 million, as well as six memoranda totaling nearly €379.3 million. Additionally, four joint statements were announced, one grant funding announcement was made, and approval was received for the allocation of funds totaling €232.7 million.

Notably, a memorandum was signed with the Ministry of Foreign Affairs of Italy. This document provides for insurance coverage of up to 100% for banks on export credits amounting to €1.5 billion.

An important step was also the conclusion of ten agreements between the European Union and development banks. These are aimed at financing in the areas of reconstruction, municipal infrastructure, energy, heating, transportation, and business support, totaling €929.3 million.

The Ministry has initiated consideration of the allocation of €140 million from the Council of Europe Development Bank: €80 million is planned to be directed towards compensation for internally displaced persons for lost housing in temporarily occupied territories, and an additional €60 million for preferential mortgage loans under the “Housing for Veterans” program.

Agreements with Local Communities and Support for Municipalities

Within the framework of URC2025, Ukrainian communities and regional administrations have entered into a number of partnership agreements with European companies, regions, and organizations. The total value of these agreements at the local level reaches nearly $200 million. In particular, the European Bank for Reconstruction and Development has signed agreements with Ukraine for over €65 million in credit funds, which will be directed towards the implementation of municipal infrastructure projects.

In total, as summarized by the Prime Minister of Ukraine Denys Shmyhal, over 200 agreements and memoranda worth more than €13 billion were signed at URC2025.
