As of May 12, mandatory dog registration has begun in all Administrative Service Centers (ASC) in Kyiv, while cat registration remains voluntary. The fee for registration is 210 hryvnias. Currently, there are no fines for unregistered dogs. The aim of this initiative is to identify animals in case they are lost, as well as to keep track of pets by the city authorities.

The city explains this initiative as a necessity for animal accounting to ensure safety, effective planning, and sanitary control. However, as is often the case, the news has sparked outrage among the public, as rumors about potential fines have emerged. Some media outlets reported that owners of unregistered dogs could face fines of up to 850 hryvnias, and for repeat offenses, up to 1020 hryvnias.
“Yes, registration is mandatory, but for now, it is more of a recommendation than a punitive measure. No deadlines have been set, and no one will be fined,” said an ASC specialist.
Currently, the initiative is informational and explanatory in nature, aimed at fostering responsible attitudes among residents towards pets. As explained by the Kyiv City Veterinary Medicine Hospital, registration will not only help owners find lost dogs more quickly but will also benefit the city as a whole. “This allows for accurate data on the number of animals, compliance with sanitary standards, and the creation of appropriate conditions for infrastructure,” the department noted.
During registration, the animal is assigned a unique identification number, and the owner receives a certificate of ownership. To register, the following documents are required:
- Ukrainian citizen passport;
- identification code;
- veterinary passport of the animal (if available);
- proof of microchipping;
- completed form No. 1 (issued at the ASC);
- receipt for payment of the service.
