US Lowers Assessment of Aid to Ukraine, But Agreement Remains in Effect

The United States has softened its requirements for Ukraine regarding the repayment of aid provided under the mineral agreement. Following a round of negotiations in Washington, the Trump administration reduced the assessment of aid from $300 billion to $100 billion. However, the US continues to view the agreement as an opportunity to recoup costs for military assistance to Ukraine, relying on profits from a yet-to-be-determined fund.

The Trump administration emphasizes that military assistance to Ukraine is considered a contribution from the US to this fund. The US Department of the Treasury noted that technical negotiations have been productive.

“We are very close. Signing could happen even this week,” said Treasury Secretary Scott Bessent on April 14.

Additionally, Ukraine’s Minister of Economy Yulia Svyrydenko reported that Ukraine and the US have made significant progress in preparing an economic partnership agreement. This agreement also includes the establishment of a special fund for investments in the country’s reconstruction. Progress will be formalized in a memorandum of intent, which will serve as the basis for further formalization of the agreement, requiring ratification by the Verkhovna Rada.

This agreement is expected to open new opportunities for attracting investments, promote the development of Ukraine’s economy, and become an important element of cooperation with the US in the context of post-war recovery. At the same time, it has the potential for economic growth for both countries.
