The Ukrainian labor market is facing a deepening crisis due to a persistent labor shortage, driven by the mass migration of youth abroad and the transition of specialists to related fields with higher salaries and more flexible working conditions.

Service Sector Under Pressure from a Challenging Winter
A significant impact on the situation in the service sector was caused by a difficult winter, during which entrepreneurs had to spend considerable amounts on purchasing generators and fuel. This led to a substantial increase in costs, which in turn limits employers’ ability to raise salaries in line with candidates’ expectations. As noted by expert Abdullina, this sector was one of the first to feel the effects of energy instability, further exacerbating the labor shortage.
Shifting Benchmarks and New Employee Demands
According to specialists’ observations, job seekers are becoming increasingly demanding: about 80% of candidates primarily focus on salary levels, and they are also increasingly interested in flexible schedules and the proximity of the workplace to their homes. The traditional reliance on youth in the hospitality sector is no longer effective due to the mass migration of this category of workers abroad. In Abdullina’s opinion, Ukrainian businesses should change their approaches and actively engage older representatives in the workforce, as is already practiced in many European countries.
“Additional business expenses for purchasing generators and fuel have significantly increased the cost burden, limiting employers’ ability to raise salaries in line with job seekers’ expectations,” Abdullina emphasized.
At the same time, in the hospitality sector, amid growing competition for qualified workers, salaries continue to rise. However, café and hotel owners note that due to the seasonal nature of the work and high production costs, it is becoming increasingly difficult to retain staff for extended periods.
According to official data from the Ministry of Economy, over 80% of registered unemployed individuals in Ukraine are women, which creates additional challenges for the labor market.
