Infrastructure Restoration and Current Situation in the Regions
The damage caused by the massive missile strikes from the Russian Federation on energy facilities has significantly complicated the work of utility services. Currently, emergency power outages are still being reported in Sumy, Kharkiv, Poltava, Dnipropetrovsk, Donetsk, Cherkasy, Zaporizhzhia, and Kyiv regions, as well as in the capital.
In the Kirovohrad region, the launch of water supply is scheduled for 6:00 PM on Friday. Alternative energy sources are being used to supply social facilities, and points of resilience have been organized for the population. Mobile communication in the regions is functioning stably.
Context and Three Years Since the First Massive Strike
Oleksii Kuleba noted that exactly three years ago, on October 10, Russia first launched massive missile and drone strikes against the Ukrainian energy system. According to him, these actions are aimed at disrupting the heating season and destabilizing the situation in the country.
“This is a deliberate decision by the Russian Federation to disrupt the heating season, sow panic within the country, and destabilize the situation,” the Deputy Prime Minister remarked.
The Deputy Prime Minister emphasized that the authorities are constantly coordinating efforts with community leaders and heads of regional administrations. Utility services are operating in an enhanced mode to restore electricity and water to the homes of Kyiv residents and those in other regions as quickly as possible.
