Employment Conditions and New Opportunities

Currently, to remain in Austria and seek employment, Ukrainians must obtain temporary protection status and a “Blue Card.” The validity of this document has been extended until March 4, 2026. Thanks to new regulations, in 2024-2025, work in Austria for Ukrainians has become more accessible, particularly with the introduction of the RWR+ card, which allows individuals to live and work without being tied to a specific region or type of activity.

To obtain the RWR+, Ukrainians must meet certain criteria, including: having at least one year of official work since 2022, having valid health insurance, holding a “Blue Card,” knowing German at an A1 level, and proving the availability of housing that meets minimum requirements. Additionally, it is necessary to have a permanent job with a salary of at least 1,218 euros for singles and 1,921 euros for couples. Furthermore, an additional 188 euros is provided for each child.

“Having the RWR+ card automatically closes access to social assistance. This means that Ukrainians who receive it will no longer be able to rely on aid, free housing, and other benefits.”

Average Salary in Austria and the Labor Market

Despite improvements in integration policies, Ukrainians face challenges in finding employment, particularly due to the language barrier. The Public Employment Service (AMS) regularly implements educational programs that promote integration. For example, in Lower Austria, a course for domestic helpers will start on March 14, 2025.

According to AMS, there is a high demand for workers in the industrial, construction, and tourism sectors. During the hotel work season, there is also a demand for workers; however, knowledge of the language is mandatory. Individuals with medical education are in high demand, and their salaries often match or exceed those of engineers or IT specialists.

However, Austrians are not inclined to take on low-paying professions, such as caregivers or construction workers, which opens opportunities for migrants, including refugees from Ukraine. Some Ukrainians seek jobs without intermediaries, approaching employers directly.

When searching for a job, it is important to establish an employment contract, which can be either written or verbal. In the case of a verbal agreement, it is necessary to obtain a “Dienstzettel” card, which outlines the details of the employment relationship.

The average salary in Austria is regulated by the Labor Constitution (ArbVG) and collective agreements. At the end of 2024, the highest hourly wage for domestic staff was 10.71 euros, while technical specialists earned 16.24 euros. Additionally, the country provides 13th and 14th salaries, which are mostly given as holiday bonuses.
