IEEE Ukrainian DLT Forum 2025 to be held online in November under the theme reBUIDL

The international online forum IEEE Ukrainian DLT Forum 2025 (UADLTF-2025) will take place from November 11 to 13 in a virtual format. This year’s main theme is reBUIDL, dedicated to the role of Web3 technologies and distributed ledgers (DLT) in the recovery and development of digital and economic ecosystems.

Key Participants and Forum Topics

Among the event organizers are IEEE Ukraine Section, IEEE Blockchain Technical Community, Linux Foundation Decentralized Trust, and Web3 Institute. Leading experts from EY, Linux Foundation, Hacken, EUCI, as well as representatives from the Ministry of Digital Transformation of Ukraine, are invited to participate. Among the forum speakers:

Program and Event Features

The forum program includes three days of panel discussions, presentations, and sessions, which will be streamed on the Incrypted YouTube channel. Key discussion topics include the development of Web3 infrastructure, the implementation of blockchain in government services, the creation of reliable digital systems, as well as issues of regulation, international standards, and interaction between the state and industry. Special attention will be given to GovTech, digital infrastructure, wallets, DeFi, financial engineering, DePIN, RWA, cybersecurity, education, and digital democracy.

“According to the organizers, the goal of the forum is to demonstrate how the joint efforts of the academic community, industry, and government institutions can accelerate the recovery and modernization of digital ecosystems.”

In addition to the main program, there will be additional side events that will allow for a deeper dive into specific areas of technology development. The program of additional events includes:

  • November 14, 12:00 — The Future of Digital Democracy: Learning with Ukraine;
  • November 18, 17:30 — Education in Web3 (meetup);
  • November 20, 19:00 — National and Ecosystem Approaches to Digital Identity and Wallets.

Participation in the forum is free and open to all interested in blockchain, digital innovations, and infrastructure development. The organizers emphasize that the event will serve as a platform for discussing technological standards, responsible regulation, and the formation of resilient digital strategies that will promote transparency and reliability in societies.
