The Ministry of Digital Transformation has initiated a public discussion on a draft government resolution regarding the prohibition of military personnel from participating in gambling for the entire duration of martial law.

Goals and Objectives of the New Restrictions
The key objective of this initiative is to protect military personnel from the risk of developing gambling addiction and to minimize potential threats to their safety and the well-being of their families. The introduction of such restrictions will also contribute to the formation of responsible policies in the gambling business sector. The draft is viewed as part of a comprehensive program to combat gambling addiction in Ukrainian society.

Additionally, this will reduce potential security threats for the military themselves and their family members. The initiative also strengthens responsible policies in the gambling business sector. The project is a component of a large-scale action plan to combat gambling addiction in society.”
Technical Implementation and Privacy Protection
The implementation of the ban will be carried out through state electronic registers using the Trembita platform. During player identification, the gambling operator will send a request to the Register of Persons Prohibited from Participating in Gambling or Visiting Gambling Establishments. If such a person is not in the register, the system will automatically check whether they are military personnel through the relevant register currently being established by the Ministry of Defense. If military status is confirmed, the operator receives a notification prohibiting the player from accessing gambling.
At the same time, organizers of gambling establishments will not receive information regarding the military status of the client. The platform only reports the existence of a prohibition without disclosing the source of the information. This approach guarantees the confidentiality of personal data and protects information vital to national security.
Combating Illegal Gambling Business
The introduced restrictions are accompanied by active measures against the illegal gambling market. Since the launch of PlayCity, 3,245 websites of illegal online casinos have already been blocked. In addition, a Tracking System has been implemented to identify illegal platforms and a procedure for the prompt blocking of violators within one day.
