How to receive compensation under the eRecovery program after massive attacks by the Russian Federation

On the night of May 14, 2026, Ukraine experienced the largest attack of the entire war from the Russian Federation: the enemy launched over 1560 drones, setting a record for the entire period of the full-scale invasion. Against the backdrop of destruction across the country, the Ministry of Community Development reminds that affected homeowners can receive state assistance through the “eRecovery” program.

Consequences of the massive attack

According to monitoring groups, all 23 regions of Ukraine were under attack, except for the temporarily occupied Luhansk region and Crimea. The Kyiv, Kharkiv, Odesa, Poltava, and Zaporizhzhia regions were particularly affected. In the capital, rescuers recorded damage at 25 locations in six districts: Dnipro, Solomyanskyi, Holosiivskyi, Obolonskyi, Darnytskyi, and Shevchenkivskyi. The Darnytskyi district suffered the most destruction, where part of a residential building collapsed — the stairwell along with neighboring apartments.

“In the building, 18 apartments are considered destroyed,” said Kyiv Mayor Vitali Klitschko.

How to use the eRecovery program

Owners of damaged or destroyed housing are entitled to compensation under the state program “eRecovery”. Applications can be submitted through the Diia portal or app, as well as at the CNAP or through a notary.

Steps to receive compensation for damaged housing:

  • Check if the housing is registered in the State Register of Property Rights.
  • Submit an informational notice about the damaged property through Diia or CNAP.
  • Open a special bank account “eRecovery” to receive funds for repairs.
  • Submit an application for compensation through Diia, CNAP, or a notary.
  • Wait for the commission’s decision (up to 30 days), and provide additional documents if necessary.

What to do in case of complete destruction of housing:

  • Submit a notice about the destroyed property through Diia.
  • Check and, if necessary, update ownership data in the relevant register.
  • Submit an application for compensation (through Diia, CNAP, or a notary).
  • Wait for the commission’s decision regarding the issuance of a housing certificate.

Since January 2026, new increased rates for construction work within the “eRecovery” program have been in effect, allowing victims to receive adequate compensation for the restoration of damaged or destroyed housing.
