How Foreigners Can Join the Defense Forces of Ukraine: Conditions and Brigade Selection

The Ministry of Defense of Ukraine has provided clarification regarding the current rules and procedures for foreign citizens serving on a contract basis. Since the onset of the full-scale aggression by the Russian Federation, thousands of volunteers from over 50 countries have joined Ukrainian defenders, making a significant contribution to the common struggle.

Key Requirements and Stages of Joining the Military

Foreigners and stateless persons have the right to serve in any combat brigade of the Armed Forces of Ukraine without restrictions regarding the unit. Their activities are regulated by the Law of Ukraine “On Military Duty and Military Service” and the relevant provisions approved by the President’s decree.

  • Recognition of the Constitution and laws of Ukraine;
  • Legal residence in the country;
  • No criminal record;
  • Possession of a valid foreign passport or document for stateless persons.

The selection of candidates is conducted taking into account previous military experience, specialty, and education. In the absence of such experience, after signing the contract, foreigners are directed to training centers for special courses. A health and age check (from 18 to 60 years) is also mandatory.

To simplify and expedite procedures, in November 2024, the Cabinet of Ministers established the Recruitment Center for Foreigners and Stateless Persons (RCFSP). This center serves as a single logistical and coordination hub, facilitating special checks, support, and the direction of candidates to units. After successfully passing all checks, a foreigner signs a contract for a period of 3–5 years with a two-month probationary period.

“In conditions of martial law, termination of the contract at one’s own request is possible only after six months of continuous service. Candidates must be aware of the legal consequences of signing the contract.”

Right to Choose a Brigade and Opportunities for Foreigners

Since 2022, foreigners have participated in various formats: from separate formations (International Legions, Kastus Kalinowski Regiment, Legion “Freedom of Russia”) to combat units within brigades. Today, the approach is changing, with a primary focus on maximizing the experience, motivation, and skills of foreign volunteers.

Now, foreign servicemen can independently choose a combat brigade, service direction, and specialization according to their own skills and preferences, which facilitates better integration into the Armed Forces of Ukraine. This approach allows for more effective use of the potential of volunteers from abroad and guarantees each a full-fledged status as a serviceman.

Additionally, the Ministry of Defense is working on improving the system of social guarantees for foreign servicemen, particularly regarding state pension provision. The development of a new concept for the involvement and service of foreigners and stateless persons is nearing completion, which aims to establish updated mechanisms for integration and support.
