How Consumer Prices Changed in Ukraine in September 2025: State Statistics Analysis

In September 2025, consumer prices in Ukraine increased by 0.3% compared to August. However, on a year-over-year basis, inflation rates slowed down: while the annual inflation rate in August was 13.2%, it decreased to 11.9% in September.

Price Dynamics for Food and Non-Alcoholic Beverages

As of the end of September, prices for food and non-alcoholic beverages overall decreased by 0.8%. The most significant price drops were recorded for fruits (by 11.8%) and vegetables (by 10.6%). Eggs (by 2.9%), sugar (by 1.9%), and rice (by 1.3%) also became cheaper.

Despite the overall decline, prices for certain goods increased. Notable price increases were observed for lard, sunflower oil, fish and fish products, dairy products, meat and meat products, processed grain products, non-alcoholic beverages, bread, and butter. Price growth in these categories ranged from 0.7% to 4%.

Alcoholic beverages and tobacco products became more expensive by 1.2%, with tobacco products increasing by 1.4% and alcohol by 1.0%.

Changes in the Cost of Clothing, Education, and Services

In September, there was a significant increase in prices for clothing and footwear – on average by 8.2%. Specifically, clothing prices rose by 9.1%, while footwear prices increased by 7.3%.

Education services also became more expensive: the overall price increase was 12.4%. The cost of higher education rose the most – by 16.8%, while secondary education increased by 8.5%.

“When looking at price changes over the year, compared to September 2024, the largest increases were seen in the prices of eggs (50.9%), fruits (30.4%), sunflower oil (28.1%), and meat and meat products (24.8%). Meanwhile, vegetables (by 16%) and sugar (by 8.1%) became cheaper over the year.”

Over the year, alcoholic beverages and tobacco products increased in price by 19%. At the same time, prices for clothing and footwear decreased by 5.3% compared to the same period last year. Communication services rose in price by 17.1%, while medical services increased by 11.1%. Education services and those in restaurants and hotels became more expensive almost equally – by 14.4% and 14.8%, respectively.
