In Ukraine, the issue of counting the period of education towards pension service remains relevant, especially for those approaching retirement age. Many citizens learn about the specifics of service accounting only when applying for a pension, as some years of education may not be considered due to legislative changes after 2004.

Periods of Education Counted Towards Pension Service
Until January 1, 2004, Ukrainian legislation allowed for full-time education in higher educational institutions, technical schools, and vocational schools to be counted towards work experience. This also applies to the Soviet period. To confirm this, it is necessary to provide relevant documents certifying the period of education.
“Before 2004, education in universities and technical schools was included in work experience if it was full-time. This rule still applies to those who studied earlier”
Therefore, if the education took place before 2004 and there are supporting documents (for example, a diploma or a certificate from the educational institution), these years can be counted when calculating pension service.
Education After 2004: New Rules
After the transition to an insurance system on January 1, 2004, the approach to calculating service changed. Now, for a period to be counted towards insurance service, a unified social contribution (USC) must be paid on behalf of the individual. Since students are not USC payers during their studies, these periods are not counted towards either work or insurance service. Therefore, education after 2004 does not affect the amount of future pension.
To confirm the inclusion of the education period in the service, one must contact the Pension Fund with original documents that confirm the fact of education and the period of its completion. If the education took place during the Soviet era, it is also necessary to submit the appropriate archival references.
It is important to note that military service, unlike education, is counted towards insurance service regardless of the date it was completed, and this can affect the pension calculation.
