Government Launches Salary Compensation Program for Employees During Business Downtime

The Cabinet of Ministers of Ukraine has approved a new program called “Point of Support,” aimed at assisting employees and employers of businesses that have been forced to reduce or suspend their activities due to the armed aggression of the Russian Federation.

How the “Point of Support” Program Will Work

According to the adopted resolution, the new aid tool will allow businesses affected by shelling or destruction to maintain employment relationships with employees during the recovery period. The program targets companies that are in a state of downtime or have suspended employment contracts until they can fully resume operations.

The main goal of the “Point of Support” is to enable businesses to retain qualified employees during the forced break and to ensure a quick return to normal operations after the downtime period ends.

“The tool will help businesses affected by shelling or the armed aggression of Russia to maintain employment relationships with employees during the forced work break and recover operations more quickly,” the statement reads.

Compensation Conditions and Additional Opportunities

Under the program, the state will compensate part of the employees’ salaries for the period of downtime or temporary suspension of the employment contract if the business has suffered significant damage and lacks the working capital to pay salaries. The maximum compensation amount will not exceed two minimum wages per employee.

In addition, employers will have the right to receive compensation for the unified contribution to mandatory state social insurance, which is calculated on the corresponding amount of payments.

With the consent of the employees, they may also be offered socially useful work with payment for the tasks actually performed. This allows individuals to remain engaged in work activities even during the business downtime.

To apply for participation in the program, employers will be able to use the “Diia” portal. According to government officials, the technical capability to submit applications will be available within two months.
