The Cabinet of Ministers of Ukraine plans to attract 10 billion hryvnias from various sources by the end of 2026 for the implementation of 15 key projects in the field of industry and the development of industrial parks.

Priorities for the Development of Industry and Industrial Parks
According to the draft Government Action Program, the Ministry of Economy has identified among its main tasks the formation of a modern industrial policy aimed at stimulating domestic production and processing, including in the agricultural sector. To achieve these goals, it is planned to adopt bill No. 12117 by September 2025, which aims to improve the functioning of industrial parks. At the same time, the adoption of a new version of bill No. 11520 “On Public Procurement” is expected in December.
By the end of the current year, the government is preparing to launch a grant program for the creation and modernization of production in the processing industry with funding support from the European Union. The start of the “Industrial Ramstein” initiative is also planned, which will provide enterprises with the necessary equipment under special conditions and facilitate technology transfer.
Strategic Initiatives to Support Exports and the Agricultural Sector
In addition, by the end of 2025, the Cabinet is to approve the Strategy for Industrial Production of Ukraine for the period 2026–2030. The government is also developing a new export strategy until 2030 and plans to launch a so-called “industrial visa-free regime.” Among other initiatives is the creation of a network of agricultural hubs to promote Ukrainian products in foreign markets, expanding the capabilities of the Export Credit Agency (ECA), and simplifying export control procedures for strategic goods. The implementation of a support system for the agricultural sector according to European standards is also planned.
Specific provisions include insurance for war risks for businesses, accelerated privatization of state property and shares in state enterprises.
