In 2025, the federal government of Germany approved military equipment exports amounting to €8.4 billion, which is significantly less compared to previous years. In 2024, the volume of approved export contracts was €13.3 billion, and in 2023 it was €12.15 billion. The most notable decrease concerns the supply of arms to Ukraine.

Significant Decline in Arms Exports to Ukraine
In 2025, the amount of German export agreements for arms supplies to Ukraine was only €1.14 billion, which is 86% less than in 2024, when this figure reached €8.15 billion. This is the lowest level of military support from Germany to Ukraine in recent years.
Reasons for the Reduction and New Approaches to Support
The German government explains this decline by stating that a significant portion of aid to Ukraine is provided under export licenses issued in previous years. Additionally, funding is directed towards long-term projects that do not always immediately lead to the issuance of new export licenses. Some of these licenses may be issued later.
“Furthermore, funds for Ukraine are directed towards long-term projects that do not always result in the immediate acquisition of export licenses, but rather to the issuance of licenses later,” said a representative of the German government.
Moreover, not all types of military assistance to Ukraine require export licenses, and Ukraine itself is gradually increasing investments in its own arms production.
