The total amount of state and state-guaranteed debt of Ukraine reached $204.22 billion by the end of November 2025, which is $7.03 billion more than in October.

Structure of Ukraine’s National Debt at the End of November
As of November 30, 2025, the state and state-guaranteed debt of Ukraine amounted to 8,616.54 billion UAH, equivalent to $204.22 billion. Throughout November, the country’s debt obligations increased by 340.33 billion UAH in the hryvnia equivalent and by $7.03 billion in the dollar equivalent.
“During November 2025, the amount of state and state-guaranteed debt of Ukraine increased by 340.33 billion UAH in the hryvnia equivalent, and in the dollar equivalent, the state and state-guaranteed debt increased by $7.03 billion,” the statement said.
External and Internal Debt: Key Indicators
The state and state-guaranteed external debt amounted to 6,628.59 billion UAH (76.93% of the total), or $157.10 billion. The internal debt, respectively, amounted to 1,987.95 billion UAH (23.07% of the total), or $47.12 billion.
At the same time, Ukraine’s national debt at the end of November reached 8,329.25 billion UAH (96.67% of the total), which is equivalent to $197.41 billion.
