In 2025, according to Prime Minister Denys Shmyhal, the funding for recovery in Ukraine will reach approximately $10 billion. He stated that with the help of donors, the government has already allocated about $7.4 billion for priority areas of recovery.

Key Funding Areas
Shmyhal noted that the key aspects of the Ukrainian Donor Platform’s work this year will include: budget support, sustainable infrastructure development, housing recovery, energy, as well as economic development and attracting investments for integration into the European Union.
“This year, we see the key areas of joint work for the Ukrainian Donor Platform as: budget support, sustainable financing for the reconstruction of infrastructure, housing, energy, economic development, and attracting investments on the path to the EU,” he said.
International Support and Ukraine’s Needs
The total need for international assistance in Ukraine in 2025 is $39.3 billion. Shmyhal reported that Ukraine has received confirmation from international partners that this need will be met. Additionally, Kyiv plans to attract €100 million for reconstruction in the areas of water supply and wastewater treatment from the European Investment Bank under the Ukraine Facility program. It is worth noting that the total needs for these purposes amount to $11 billion.
