Transformer equipment manufacturers in Ukraine have been granted the ability to reserve 100% of their employees from mobilization. Additionally, the conditions for recognizing companies as critically important to the national economy have been simplified.

Government Decision to Support the Energy Sector
The Prime Minister of Ukraine, Yulia Svyrydenko, announced the new measures. According to her, the government has made a decision that will allow enterprises in the energy sector to retain specialized engineers and ensure uninterrupted operations during emergencies in the energy sector.
“Companies that produce and restore transformers for the energy sector will be able to reserve all conscripted employees,” emphasized Svyrydenko.
The Prime Minister also noted that the list of criteria for recognizing a company as critically important has been reduced from three to two. This aims to facilitate the work of enterprises that ensure the rapid restoration of the country’s energy infrastructure.
Increase in the Number of Reserved Employees
As of the end of January 2026, the number of employees who received reservations in Ukraine increased by almost a third over the past year and currently stands at approximately 1.3 million individuals.
Since the beginning of 2026, the Ministry of Economy has updated the criteria for determining enterprises, institutions, and organizations that are critically important for key sectors of the national economy.
