Fines for Pet Owners: What Violations Can Lead to Significant Penalties

In Ukraine, Article 154 of the Code of Administrative Offenses has been introduced, which regulates the responsibility of pet owners for violations of dog and cat keeping rules. In particular, it stipulates significant fines that can range from 3400 to 5100 hryvnias for certain violations.

Violations and Fines

Among the main violations subject to fines are walking pets without a leash and muzzle. This can lead to:

  • a warning or a fine for individuals ranging from 170 to 340 hryvnias;
  • a larger amount for officials — from 340 to 850 hryvnias.

If such a violation occurs repeatedly within a year, fines increase to 340-510 hryvnias for individuals and 510-1020 hryvnias for officials.

Dangerous Dog Breeds

The list of dangerous breeds for which special keeping rules and fines are applicable includes:

  • Akita Inu;
  • Doberman;
  • Rottweiler;
  • English Bull Terrier;
  • Pyranees Mastiff;
  • American Pit Bull Terrier;
  • Tosa Inu;
  • And many others.

For the absence of a leash or muzzle, which results in harm to a person’s health or property, fines can reach 1700-3400 hryvnias for individuals and 3400-5100 hryvnias for officials.
