Europe Creates a New Defense Fund: Britain, Ukraine, and Norway Join

Finance ministers of the European Union will begin discussions on April 12 regarding the establishment of a joint intergovernmental defense fund. This initiative aims to provide significant funding for defense without increasing the level of public debt, which is currently a concern for many countries with high debt levels.

The discussions about the fund are part of a broader conversation regarding financing preparations for potential threats from Russia. European governments recognize that they can no longer fully rely on the United States for security matters.

Planning Military Expenditures

The European Union has already planned to increase military spending by €800 billion over the next four years. This will be achieved by reducing fiscal constraints on defense investments and through joint borrowing for large defense projects backed by the EU budget.

The new defense fund will complement already announced financial initiatives. The European Defense Mechanism, according to the intergovernmental agreement, intends to accumulate substantial capital. It may also include countries that are not EU members, including Britain, Ukraine, and Norway.
