Martial law and general mobilization continue in Ukraine, but important changes are being prepared for military conscripts in June. These will relate to the employee booking system for critical enterprises, as well as the implementation of updated features in the “Reserve+” application.

New Booking Requirements and Changes in Mobilization Approaches
As before, men aged 25 to 60 who are registered for military service, fit for duty, and have no legal grounds for deferral or booking are subject to mobilization. In June, a number of innovations are expected to be introduced that will affect the booking procedure for employees of critical enterprises and the reform of the army recruitment process. While previously the focus was on mass notification of citizens, now the main attention is planned to be concentrated on the professional skills and specialization of military conscripts. The priority will be to attract those specialists most needed by the Armed Forces: medics, drivers, IT specialists, communicators, and representatives of other necessary professions.
The Ministry of Defense has announced updates to the “Reserve+” application – users will be able to see the first new features as early as the beginning of June. Additionally, a gradual change in mobilization approaches is being prepared. The main goal is to increase the efficiency of army recruitment by attracting qualified specialists.
Who May Lose Booking and New Rules for Enterprises
As of June 1, the updated booking rules will not yet come into effect, although the corresponding resolution has already been approved by the government. Changes are expected to take effect approximately in mid-June – ten days after the official publication of the document. The Ministry of Economy emphasizes that the changes are aimed at increasing transparency and minimizing abuses during booking.
“To qualify for employee booking, the average salary at the enterprise must be at least 25,941 hryvnias, and for companies in frontline regions – at least 21,618 hryvnias.”
If an enterprise does not meet the new criteria, it may lose its status as critical, along with the right to book its employees. At the same time, there will be no automatic cancellation of existing bookings: current statuses and deferrals will be maintained during the verification of compliance with the new conditions. To adapt to the new requirements, businesses will receive a three-month transition period – until September 1, 2026.
Changes will also affect employees working part-time. If a person has multiple jobs and is already using a deferral from mobilization, they will only be counted in the booking quota once. The Ministry of Economy is confident that this will help end the practice of using part-time work for additional booking.
In June, the first stages of the reform of the service system, previously announced by President Volodymyr Zelensky, will also begin. A review of the monetary support system is planned: for rear positions, minimum payments may be no less than 30,000 hryvnias, while for military personnel in combat roles – significantly higher. Infantry soldiers, depending on the execution of combat tasks, will receive from 250,000 to 400,000 hryvnias.
The head of state also reported on the preparation of special contracts for infantry soldiers and the implementation of a new approach to service. According to the advisor to the Minister of Defense, Serhiy Sternenko, the reform will take place in two stages: first, increasing payments and implementing a contract system, and later – changing the demobilization mechanisms based on the principle of priority, depending on the start time of service. The second stage will directly affect the mobilization system, which will differ significantly from the current one, but details have not yet been disclosed.
To confirm the status of critical enterprises, businesses have a deadline until September 1, 2026. During the three-month transition period, companies must bring their documents into compliance with the new requirements.
