“Unfortunately, three people have died and twelve have been injured, including children. All the victims have been promptly provided with the necessary assistance. The dismantling of damaged structures is underway.”

Damage to Ryazan Oil Refinery and further attacks

According to the Russian OSINT channel ASTRA, in addition to residential buildings, the Ryazan oil refinery, part of the Rosneft structure and capable of processing about 17 million tons of oil annually, was also hit. Local residents published photos of smoke over the city taken from the Olympic Village area, located approximately 4 kilometers from the refinery.

The Ukrainian monitoring channel Supernova+ also reported damage to the oil refinery, specifically the burning of vacuum distillation units. The operational headquarters of the Belgorod region stated that there was a “rocket attack from the Armed Forces of Ukraine,” resulting in damage to infrastructure and transport facilities.

Currently, there has been no independent verification of the information regarding the damage, and official Ukrainian authorities have not commented on these strikes. Andriy Kovalenko, head of the Center for Counteracting Disinformation, published probable photos of smoke over Ryazan, captioning them “morning Ryazan.”

Since the beginning of the full-scale invasion of Russia, facilities on its territory have repeatedly been subjected to aviation and missile attacks. Throughout 2024 and 2025, oil refineries became one of the main targets of strikes, and attacks on Russian facilities in temporarily occupied territories of Ukraine were also recorded.

The Ukrainian General Staff confirmed most of these operations, emphasizing that the Ukrainian Defense Forces are “systematically implementing measures aimed at reducing the combat potential of Russian occupation forces and forcing the Russian Federation to cease armed aggression against Ukraine.”
