US Develops Bill to Combat Russia’s Shadow Fleet and Reduce National Debt

A new bill has been registered in the United States aimed at countering the “shadow fleet” of tankers that Russia uses to transport oil in violation of Western sanctions imposed due to the war against Ukraine.

The authors of the initiative, Senators Joni Ernst (Republican) and Richard Blumenthal (Democrat), proposed the establishment of a $150 million fund in 2025. This fund is tasked with monitoring the activities of the “shadow fleet.” The primary goal of the fund is to intercept vessels transporting raw materials from Russia and Iran that violate sanctions by delivering oil to India and China. The confiscated oil is planned for sale, and the proceeds will be directed towards reducing the US national debt.

“In addition to dismantling Moscow’s malicious attempts to circumvent American legislation, this law will also give our country the opportunity to use confiscated assets to pay down its own debt,” Ernst noted.

Blumenthal added: “These measures will give our export control real sharpness.”

It is worth noting that the future of the bill in Congress remains uncertain, although initiatives regarding Russia and Iran typically find support among lawmakers from both parties.
