In 2025, some Ukrainians are facing delays in social payments. The Ministry of Social Policy has provided explanations regarding the reasons for this situation and advice for citizens who are awaiting their payments.

Reasons for Delays and Funding Procedures
The ministry emphasizes that all social payments are included in the state budget and are disbursed on time. However, there can sometimes be delays related to the peculiarities of funding during martial law. Priority in the allocation of funds is given to military expenditures, which can result in delays in social payments.
“In Ukraine, there is a reserve of funds that allows for timely disbursement of all social payments included in the current budget. However, social expenditures may be funded by international partners. Therefore, when funds are credited to accounts, there may be slight delays in payments to citizens. This is related to the military actions in the country,” the Ministry of Social Policy explained.
If, during the disbursement of social payments, the treasury receives an invoice from the Ministry of Defense, military expenditures are paid first, followed by other needs, including social programs.
Funding Data for 2025
All social payments for 2025 are included in the state budget. According to the Minister of Social Policy of Ukraine, Oksana Zholnovich, after covering military expenditures, the state directs funding to social needs.
In particular, in June, UAH 0.7 billion was allocated for pension payments through JSC “Ukrposhta,” and UAH 73.2 million for sick leave payments. In July, funding for sick leave amounted to UAH 78.9 million. Additionally, the Pension Fund of Ukraine provided 46,500 services to citizens who sought assistance.
Ministry specialists advise those who are experiencing prolonged delays in social payments (up to several months) to contact the hotline at 1545. There, specialists will help clarify individual cases, as sometimes the cause may be a technical error or a malfunction in the calculations.
