In some territorial centers of recruitment (TCC), conscripts had been living in inadequate conditions for an extended period: they lacked sleeping spaces, quality food, and basic amenities. After the inspections were conducted, the situation noticeably changed — beds were quickly delivered to several TCCs, food was organized, and proper living conditions were provided for the individuals.

Response After Deputies’ Inspections
Member of Parliament Oleksandr Fedienko stated on the “News LIVE” broadcast that the issue of ensuring decent conditions in TCCs had long required a systematic solution. According to him, there were cases where conscripts had to sleep in turns due to a lack of sleeping places. During personal inspections at TCCs in Kyiv region and other areas, Fedienko noted significant differences in the level of provision. Some centers met the highest standards, while others left much to be desired.
“I have conducted inspections in many TCCs in Kyiv region. In some centers, the conditions were so good that, excuse me, even a three-star civilian hotel could not match that level. At the same time, after our visits to the Bilocherkivskyi and Brovary TCCs, they quickly began to improve conditions: beds were brought in, food was organized, and places for individuals were arranged. Very quickly, as they say, they switched on because the deputies came to them,” — stated Oleksandr Fedienko.
According to the deputy, the Bilocherkivskyi and Brovary TCCs responded particularly promptly to the remarks. After the deputies’ visits, these centers began urgently arranging places for conscripts undergoing military-medical commissions or waiting for document processing.
Calls for Effective Budget Utilization
Oleksandr Fedienko also criticized the approaches to the distribution of local budget funds. He emphasized that during the war, local communities should direct financial resources primarily to defense needs and ensuring proper conditions in TCCs, rather than secondary infrastructure projects. The deputy noted that after the situation was made public, the heads of some TCCs had already been dismissed from their positions.
Fedienko stressed the need for strict parliamentary control over the observance of the rights of conscripts and emphasized the responsibility of local authorities regarding the financing of defense needs during wartime.
