Reasons for COSCO Shipping’s Suspension of Operations at Balboa Port

According to local publication La Prensa, COSCO Shipping suspended its operations following a recent decision by the Supreme Court of Panama, which in late January annulled the management contract for the port that had previously belonged to a subsidiary of Hong Kong’s CK Hutchison. The court’s ruling complicated the further operations of international operators in this strategic location.

In light of this, APM Terminals, a subsidiary of Danish shipping giant Maersk, has temporarily taken over the management of Balboa Port. This transitional period is expected to last up to 18 months until a long-term operator is determined.

Further Actions by COSCO Shipping and Market Reaction

In an official statement, COSCO Shipping indicated that the company’s empty containers need to be returned to Manzanillo International Terminal or Colon Container Terminal, both located in Colón Province. However, COSCO representatives did not clarify whether the suspension of operations at Balboa Port is a temporary measure or if the company is permanently leaving this strategic facility.

Amid these developments, meetings took place on March 10 between representatives of the Chinese state economic planning agency and the leadership of Maersk and Mediterranean Shipping Company (MSC). However, the details of these negotiations and their objectives have not been officially disclosed.

The suspension of COSCO Shipping’s operations at Balboa Port could have a significant impact on logistics chains in the region and mark a new phase in the geopolitical rivalry surrounding the Panama Canal.
