In 2026, the issue of the legality of document checks on the street by employees of various services remains relevant. The powers for such checks are clearly defined: in addition to the National Police, documents can be checked by employees of the Security Service of Ukraine and the Military Law Enforcement Service (VSP).

What Rights Do TCC Employees Have

According to lawyer Kateryna Anishchenko, employees of territorial recruitment centers (TCC) cannot independently demand documents from citizens simply on the street.

“They do not have such a right. However, representatives of the VSP can do this, as the demand for documents from men falls within their direct authority,” the lawyer notes.

At the same time, TCC employees have the right to check whether a person is registered for military service, but they can only conduct a detailed document check in TCC premises or service points.

Street Checks and the Energy Factor

Last year, the idea of a complete transition to “digital mobilization” was discussed, which aimed to minimize the work of TCC at checkpoints and on the streets. However, in February 2026, this initiative was not fully realized due to regular power outages. The functioning of online registries and digital services directly depends on the stability of energy supply. Therefore, checkpoints and the physical presence of military personnel remain necessary. Legislation does not abolish the conduct of notifications at checkpoints, and the work of military personnel in such places is legitimate.

Updated Rules for Employee Reservation

As of February 1, 2026, new requirements for reserving employees for enterprises that are critically important for the economy or defense have been introduced. The main change is the increase in the minimum wage that grants the right to reservation:

  • Minimum wage for reservation: 21,617 hryvnias.

This decision is related to changes in economic indicators in Ukraine. Enterprises that do not meet the new requirements may lose the ability to reserve part of their employees.

Citizens are advised to be legally informed and to consider that document checks by the police or VSP at checkpoints are legal. At the same time, it is not necessary to hand over documents to TCC representatives on the street without grounds — this issue should only be resolved within the legal framework and with the participation of the police.
