Significant changes to the rules for internally displaced persons (IDPs) in Ukraine will soon take effect on July 1, 2025. The update aims to streamline the registration process and interaction with government services, simplify bureaucratic procedures, enhance control over aid recipients, and make the support system more transparent.

Main Changes in IDP Registration
According to Cabinet of Ministers Resolution No. 376, some of the new rules have already been implemented. One of the key innovations will be the expansion of the list of electronic services available in the “Diia” app. IDPs will have the ability to:
- notify about the refusal of the IDP certificate;
- record changes in their place of residence;
- register for permanent residence abroad;
- confirm their return home;
- inform about other changes affecting their status.
Additionally, internally displaced persons are required to register at their new address if they plan to leave for medical treatment in another city for more than 15 days. They will have 60 days to do so; otherwise, their IDP status may be revoked.
Right to IDP Certificate for Military Personnel
Importantly, military personnel have also been given the opportunity to obtain an IDP certificate if:
- they were registered or actually resided in occupied territories or combat zones;
- they lost their housing due to the war, shelling, or terrorist acts.
Furthermore, the reasons for revoking IDP status have been expanded to include:
- fictitious address – if the person does not actually reside at the specified address;
- staying abroad for more than 90 days without valid reasons.
Despite this, upon returning to Ukraine, revoked status can be restored by submitting a new application through the Administrative Services Center (ASC) or via the “Diia” app.
