Tax Revenues from Tourism in Ukraine Exceeded Pre-War Levels by 27%

The tourism sector in Ukraine is demonstrating a steady recovery and growth in tax revenues, surpassing pre-war figures. In the first quarter of 2025, the state budget received nearly ₴799 million from the tourism sector, which is 30% more compared to the same period last year (₴616 million), and almost double the amount from the first quarter of 2023 (₴383 million). The current level of tax revenues exceeds the pre-war result of 2021 by 27%, when it amounted to ₴629 million in the first quarter.

Reasons for the Growth in Tax Revenues in the Tourism Sector

Experts from the State Agency for Tourism Development of Ukraine note several factors that contributed to this growth. In particular, this includes an increase in tax rates as well as a rise in the number of taxpayers. In 2025, the number of entities paying taxes in the tourism sector reached 12,757, which is 7% more than in 2024. At the same time, these figures have not yet reached pre-war levels: in 2022, the number of taxpayers was 15,142, and in 2021 it was over 16,000.

The Impact of Prices and Domestic Tourism on Budget Revenues

The impact of inflation and rising operational costs has led to an increase in hotel service prices, which has also affected budget revenues. In recent years, the cost of tourism services has risen by an average of 20–40%. Among other factors that positively influenced the development of the sector are the activation of domestic tourism, business relocation, and an increase in the number of internally displaced persons, who created additional demand for housing and hotel services.
