The Verkhovna Rada of Ukraine has adopted draft law No. 14067 in the first reading, aimed at developing effective and sustainable centralized heating supply. This initiative is expected to serve as the foundation for a large-scale modernization of heating networks and the implementation of modern energy-saving technologies in residential buildings.

Introduction of Individual Heating Points
According to the document, individual heating points (IHPs) are planned to be gradually installed in buildings connected to centralized heating supply three years after the law comes into effect. For facilities where IHPs are already operational or where their installation is technically impossible, no additional requirements are stipulated.
Deputy Prime Minister and Minister for Communities and Territories Development Oleksii Kuleba emphasized that the introduction of IHPs will significantly enhance control over heat consumption, improve energy efficiency, and reduce heating costs. Preliminary estimates suggest that the installation of such points can reduce heat consumption by 15–30% and also decrease losses in heating networks.
“Individual heating points are about control, efficiency, and savings. According to preliminary estimates, their installation allows for a reduction in heat consumption by 15–30%, decreases losses in the networks, and improves service quality for people,” Kuleba noted.
Cooperation with the EU and Next Steps
The draft law has been prepared within the framework of the government’s priority action plan for 2025 and under the EU Ukraine Facility initiative. The government hopes for continued support from parliament during the preparation of the document for the second reading, as these changes will contribute to improving the quality of housing and communal services for the citizens of Ukraine and reducing energy costs.
