Cabinet of Ministers Changes the Procedure for Checking Water, Gas, and Electricity Meters

The Cabinet of Ministers of Ukraine has adopted new rules for organizations that deal with the verification of water, gas, electricity meters, and other measuring devices that affect consumer billing. The updates pertain to the process of obtaining permits and quality control of the work performed.

Standardization of Procedures and Clear Timelines

From now on, the mechanism for approving organizations to conduct the verification of measuring devices has become more transparent and standardized. The entire procedure for obtaining a permit is strictly tied to established timelines rather than subjective decisions.

If an organization submits an incomplete set of documents, it does not receive an automatic rejection. Within a few days, it is informed of the deficiencies and given time to rectify them. Before issuing a permit, an on-site assessment is conducted, during which specialists check not only the technical equipment and the level of personnel training but also the practical skills of the employees. Special attention is paid to ensuring that the staff can confirm their competence not only on paper but also during the execution of their work.

Protection of Organizational Rights and Market Transparency

The new procedure also includes mechanisms for appealing the results of inspections. If a company disagrees with the decision, it has the right to file an appeal or go to court in case of a refusal to issue a certificate. Specific timelines for reviewing such matters have been established to avoid delays in the process. The procedure for suspending the validity of a certificate has also been regulated and provides a clear sequence of actions.

The updates aim to make the verification market more transparent and accountable. The authorities hope that this will enhance the quality of inspections and trust in the billing calculations.

It is worth noting that a modern digital service has recently been launched for gas consumers in Ukraine – the “Kub” application, which allows users to submit meter readings, pay bills, change personal information or account ownership online, without the need to visit service centers.
