Business Calls for Changes to Employee Booking Rules in Frontline Regions

The European Business Association (EBA) has initiated a proposal to the government to improve the procedure for reserving conscripted employees working in critical enterprises in frontline regions.

Issues with the Current Booking Procedure

Currently, the existing legislation allows enterprises registered in frontline territories to reserve up to 100% of their conscripted employees. However, this provision does not take into account the specific activities of many companies, as the legal address of the business often does not correspond to the actual location of the structural units.

EBA members note that many companies have branches or structural units in frontline regions that provide jobs for local residents, contribute to budgets through taxes, and support the livelihoods of communities in challenging security conditions. At the same time, due to the link to the place of registration, such units cannot take advantage of the right to full employee reservation.

“Due to the formal link to the place of registration of the enterprise, they cannot take advantage of the right to 100% reservation of conscripted employees working in the structural units of companies in frontline regions,” the appeal states.

Business Proposals to the Government

The EBA proposes to amend the current Booking Procedure to consider the actual place of business activity, rather than just the legal address of the company. In particular, the business calls for allowing 100% reservation specifically for the structural units of enterprises that are actually operating in frontline regions. Moreover, such employees should not be included in the overall reservation limit for other areas.

It is anticipated that enterprises will submit lists of employees eligible for reservation along with supporting documents through the relevant regional or city administrations. This will help maintain economic activity and stability in the most challenging regions of the country.
