Kyiv has presented a comprehensive plan to enhance the city’s resilience during the winter period as part of the government’s Coordination Center’s work. This document, which is the latest among regional initiatives, will be submitted for consideration to the National Security and Defense Council of Ukraine for official approval.

“The focus of the plan is on 57 critical infrastructure facilities, which are set to receive additional protection. At the same time, the deployment of over 200 MW of backup generation is planned to support heating, water supply, and sewage systems in case of power outages.”
Improvement of the Heating Supply System
A particular emphasis in the new plan is placed on the development of decentralized heating supply. According to Prime Minister Yulia Svyrydenko, this direction should become the foundation for the energy security of the capital. However, the current version of the strategy still requires refinement, and all necessary changes are planned to be made by the beginning of April.
Funding for Resilience Measures
The total budget required for the implementation of the plan is estimated at 61.6 billion UAH. Of this, 10.6 billion UAH has already been allocated in the city budget, while an additional 51 billion UAH needs to be raised. The government has expressed its readiness to support the implementation of the plan after its approval, coordinating actions and facilitating the enhancement of Kyiv’s energy resilience ahead of the new heating season.
Kyiv Mayor Vitali Klitschko emphasizes that the main task of the city authorities is to find a balance between restoring damaged infrastructure and implementing alternative energy sources. This approach will allow the city to effectively respond to potential challenges during the autumn-winter period.
