In April 2026, the WIM system generated 4.9 million UAH in fines

In April 2026, thanks to the use of the Weigh-in-Motion (WIM) automatic weight and dimension control system, offenders paid 4,858,182 UAH in fines to the state budget. The automated inspection of trucks has become an effective tool for monitoring compliance with weight regulations on Ukrainian roads.

Three leading regions by number of violations

The highest number of violations of weight and dimension restrictions in April was recorded in Poltava region — 54 cases. Dnipropetrovsk region came in second with 44 violations, while Mykolaiv region was third with 38 detected violations. These regions most frequently ignore the established norms, causing additional strain on the road infrastructure.

How the WIM system works

The WIM technology allows for weighing vehicles without the need to stop them. Special sensors embedded in the roadway record the weight of the truck while in motion, while smart cameras simultaneously recognize the vehicle’s speed, dimensions, and license plates. The collected data is instantly transmitted to the information processing centers of the Recovery Agency and Ukrtransbezpeka, where a decision is made regarding the imposition of fines.

“The Recovery Agency emphasizes that the main goal of WIM is not to collect funds, but to protect state investments. Experts explain that one kilometer of capital repair of a highway costs tens of millions of UAH, while the systematic movement of overloaded trucks can destroy the new surface in just a few months.”

Thanks to constant monitoring and the application of the WIM system, the operational lifespan of Ukrainian roads is increased by 15–20%. The state plans to continue expanding the network of such complexes to ensure the stable operation of infrastructure and protect significant state investments in road construction.

Additionally, Ukrainian and European carriers will be able to use the transport visa-free regime and operate without special permits at least until March 2027.
