“In all the surveys we conduct among the members of the Agricultural Council, labor market issues consistently remain among the most pressing”

Additionally, the Deputy Chairman of the Agricultural Council, Dmytro Kokan, emphasized that the main reasons for the labor shortage are the war related to mobilization, urbanization, and the outflow of youth from rural areas. This indicates that the agricultural sector urgently needs measures to address the labor shortage issue.

Furthermore, Prime Minister Denys Shmyhal noted that Ukrainian agricultural companies have received nearly ₴44.5 billion since the beginning of 2025 through various state support programs. These programs have been utilized by 7,400 agricultural enterprises. Subsidies for livestock development have also been allocated to 7,700 farms. As part of the program for the next tranche payment, the state has attracted over ₴390 million in grant funds from the World Bank.
