The European Investment Bank (EIB) has begun evaluating a pilot social housing project in Ukraine, with the possibility of signing the first financing agreement as early as 2025. This was announced by Kristina Mikulova, head of the EIB’s regional office in Eastern Europe.

She emphasized that a decision from the Cabinet of Ministers of Ukraine is currently awaited, which is expected to create the necessary regulatory framework for the project’s implementation. According to Mikulova, this pilot project will allow for testing the approaches and methodology for establishing a social housing system in Ukraine before scaling up the initiative.
Government Plans for 2025
According to government plans, 50,000 social housing apartments are scheduled to be built in Ukraine in 2025. Work has already begun at the start of the year, and as part of the pilot phase, more than 6,000 apartments are planned to be built for 16,000-18,000 residents in 15 communities located in the central and western parts of the country. Part of the project’s funding will be provided by international partners.
The EIB plans to allocate €400 million, half of which will be grant funds and the rest will be loans. Currently, local communities lack a social housing fund, although around 600,000 Ukrainians are registered on waiting lists for apartments.
