Zelensky Introduced New Sanctions Against the Russian Energy Sector and Rosatom

The President of Ukraine, Volodymyr Zelensky, signed decrees No. 594/2025 and No. 595/2025, which introduce new sanctions against 35 individuals and legal entities associated with the Russian energy sector. Among the key sanctioned entities is the company Rosatom, as well as organizations involved in the integration of the Zaporizhzhia Nuclear Power Plant into the Russian energy system.

List of Restrictive Measures and Key Companies

The new sanctions affect 18 individuals and 17 legal entities. The duration of the restrictions is no less than five years. The list of sanctions includes:

  • Asset blocking – temporary loss of the right to use and dispose of them;
  • Restrictions on trade operations;
  • Partial or complete cessation of resource transit;
  • Prevention of capital outflow from Ukraine;
  • Suspension of economic and financial obligations;
  • Termination or suspension of licenses and other permits;
  • Prohibition of participation in the privatization and lease of state property;
  • Prohibition on the use of the Ukrainian radio frequency spectrum;
  • Restrictions or cessation of electronic communication services;
  • Prohibition of participation in public and defense procurement of goods, works, and services;
  • Prohibition or restriction of the entry of foreign non-military vessels into Ukraine;
  • Complete or partial prohibition on the conclusion of transactions;
  • Prohibition on increasing the authorized capital of companies;
  • Termination of trade agreements and joint projects.

Among the companies subject to sanctions are Akme Engineering, the Experimental Demonstration Center for the Decommissioning of Uranium-Graphite Nuclear Reactors, Kirov Energomas, Istok, and Rosatom Finance Ltd.

Synchronization of Sanctions with International Partners

In a separate decision, Volodymyr Zelensky synchronized the sanctions with international partners. According to this resolution, the restrictions will apply to 28 individuals, mainly citizens of the Russian Federation, for a period of ten years. For them, the following measures are provided:

  • Asset blocking;
  • Refusal to issue and cancellation of visas;
  • Cancellation of official visits.

The sanctions also cover 288 companies and foreigners, including citizens of China.
