Zelensky instructed Pyshny and Marchenko to sign documents for EU macro-financial assistance

The President of Ukraine, Volodymyr Zelensky, has authorized Finance Minister Serhiy Marchenko and National Bank Chairman Andriy Pyshny to sign key documents necessary for attracting new macro-financial support from the European Union.

Signing of the memorandum between Ukraine and the EU

The relevant decision is contained in order No. 46, posted on the official portal of the President of Ukraine. The document states that Serhiy Marchenko and Andriy Pyshny are authorized to sign the Memorandum of Understanding between Ukraine, acting as the Borrower, and the European Union as the Lender. The memorandum concerns Ukraine’s receipt of macro-financial assistance under a special Loan to support the state. In addition, they are to sign the Loan Agreement between Ukraine, the National Bank as the Borrower’s agent, and the European Union, represented by the European Commission.

“To authorize the Minister of Finance of Ukraine, Serhiy Mykhailovych Marchenko, and the Chairman of the National Bank of Ukraine, Andriy Hryhorovych Pyshny, to sign the Memorandum of Understanding between Ukraine as the Borrower and the European Union as the Lender (regarding Ukraine’s receipt of macro-financial assistance under the Loan to support Ukraine) and the Loan Agreement to support Ukraine between Ukraine as the Borrower and the National Bank of Ukraine as the Borrower’s Agent and the European Union, represented by the European Commission, as the Lender.”

Draft law on ratification of the agreement

Furthermore, in May 2026, Zelensky submitted to the Verkhovna Rada a draft law concerning the ratification of the agreement on Ukraine’s receipt of macro-financial assistance amounting to 90 billion euros. The financial support will be part of a large-scale assistance program for Ukraine.
