In Ukraine, starting from May 28, 2025, certain categories of workers may lose their mobilization exemption. This is related to the Ministry of Economy’s verification of enterprises’ compliance with the status of critical importance. The relevant letter from the Ministry of Economy No. 27-11/37509-07 dated May 19, 2025, informs about these changes.

The Ministry of Economy has warned enterprises with branches and ownership or lease rights in three or more regions of Ukraine about the need to submit documents. If this requirement is not met by the specified deadline, they risk losing the right to reserve military-registered employees.
Required Documents for Submission
Enterprises need to prepare two key groups of documents:
- extracts from the information system of the State Tax Service regarding the status of settlements with the budget and funds for each separate division for the period from January 1 to April 30, 2025;
- documents confirming ownership or lease rights for the premises where the branches operate.
These documents must be sent to the Ministry of Economy via email. Special attention should be paid to branches and representative offices, as there is currently no requirement to submit information regarding the head office.
Consequences of Non-Compliance
Enterprises that fail to meet the requirements on time may lose their status as critical, which will result in the loss of the right to reserve key specialists. This status allows companies to retain important employees during martial law.
