The majority of individual entrepreneurs (IEs) in Ukraine are not obliged to submit state statistical reports, as they do not participate in the relevant statistical observations. However, if an entrepreneur receives a special form in the “Respondent’s Cabinet” or a notification letter from the state statistics authorities, this means they have been included in the list of respondents, and the reports must be submitted by the specified deadline.

Who among IEs is required to submit reports
The obligation to submit statistical reports depends on the type of activity of the entrepreneur according to the National Classifier of Economic Activities (NACE), as well as their inclusion in the participants of a specific statistical observation.
As of 2025, IEs engaged in the following types of activities are required to submit reports:
- Industrial production — submission of form 1-P (monthly) “Report on the production of industrial products by type” no later than the 10th of the month following the reporting month.
- Passenger road transport — submission of form 51-pass (twice a year) “Survey of the individual entrepreneur engaged in passenger road transport on the route” by May 25 and November 25.
- Freight road transport — submission of form 51-freight (twice a year) “Survey of the individual entrepreneur engaged in freight road transport on a commercial basis” by April 25 and October 25.
How to check the necessity of submission and reporting methods
To determine whether an entrepreneur needs to submit statistical reports, the following steps should be taken:
- Log in or register in the “Respondent’s Cabinet” using a qualified electronic signature (QES).
- If included in the observation, the cabinet will display a list of required forms and deadlines for their submission.
- If it is indicated that the entrepreneur is not involved, there is no need to submit reports.
If an IE has not submitted reports for previous reporting periods (from 2022 to 2025), they should be submitted within three months, that is, no later than October 5, 2025.
“If an IE engages in specific types of activities and has received the appropriate form in the ‘Respondent’s Cabinet’ or a notification from the state statistics authorities, this means that this IE has been included in the list of respondents and the report must be submitted by the specified deadline”.
Reports can be submitted online through the “Respondent’s Cabinet”, using appropriate software, or by accessing information on the official website of the State Statistics Service in the “For Respondents” section.
In the first half of 2025, the IT IEs market in Ukraine saw an increase in the number of liquidations: in the first three months of 2025, 16,700 IT IEs ceased operations. At the same time, the registration of new entrepreneurs remained stable, which became one of the key trends during this period.
