Where in Ukraine are the Most Apartments Under 20 Thousand Dollars and How Demand for Affordable Housing Has Changed

In Ukraine, the largest number of apartments for sale at a price of up to 20 thousand dollars is concentrated in regions close to the combat zone. Here, buyers have the greatest selection of budget housing; however, demand for such real estate has mostly decreased over the past year.

One-Bedroom Apartments: Most Offers in Kharkiv Region

The highest number of listings for one-bedroom apartments priced under 20 thousand dollars is found in the Kharkiv region. Although there are many options in this area, interest in them has decreased by 18% over the year. Dnipropetrovsk region is also among the leaders, but here demand has dropped by 9%. In Kyiv region, there has been a nearly 46% decline in the number of inquiries, in Odesa — a decrease of 48%, and in Sumy — by 2%.

At the same time, several regions have recorded an increase in interest: in Zaporizhzhia region, demand for one-bedroom apartments under 20 thousand dollars has risen by 42%, and in Mykolaiv region — by 18%.

Two-Bedroom and Three-Bedroom Budget Apartments: Demand Trends

In the segment of two-bedroom apartments under 20 thousand dollars, Dnipropetrovsk region leads, while a significant selection is also available in Zaporizhzhia, Kharkiv, Mykolaiv, and Sumy regions. However, demand here has mostly decreased: in Mykolaiv region — by 39%, in Kharkiv — by 35%, and in Dnipropetrovsk — by 2%. An exception is Zaporizhzhia region, where interest in two-bedroom apartments has increased by 67%.

Three-bedroom apartments under 20 thousand dollars are harder to find, but they are primarily available in Dnipropetrovsk, Kharkiv, Zaporizhzhia, Sumy, and Mykolaiv regions. In this segment, demand has increased in Kharkiv region by 22%, in Zaporizhzhia — by 38%, and in Sumy — by 10%. Meanwhile, in Dnipropetrovsk region, interest has decreased by 9%, and in Mykolaiv — by 31%.

“Analysts note that in 2026, demand for affordable real estate in Ukraine remains unstable and depends not only on housing prices but also on the security situation in the region. The most noticeable increase in interest in budget apartments is currently observed in Zaporizhzhia region, where demand has risen across all categories of housing.”

In most other regions, a decline in interest in inexpensive apartments has been recorded, especially for one-bedroom and two-bedroom units. Kyiv region, despite traditionally high real estate prices, remains one of the few expensive regions where it is still possible to find housing under 20 thousand dollars, although the number of offers here is significantly lower than in the east and south of the country.

According to analysts, to purchase their own housing, Ukrainians need to save their entire salary for an average of 5 to 7 years, although the difference between cities can reach a fivefold gap. Experts have assessed the median price of one-bedroom apartments and median salaries in various regional centers of Ukraine.
