The Ministry of Community and Territorial Development of Ukraine has explained what financial support can be received by individuals who were in captivity, as well as their families. The state provides social, legal, and material assistance to both former captives and relatives of those who are still in Russian captivity.

One-Time Assistance for Released Captives
Ukrainians released from captivity — both military and civilian — are entitled to a one-time monetary assistance of 100,000 hryvnias. To receive this amount, an application must be submitted to the Ministry of Community and Territorial Development through the official website of the agency or the National Information Bureau. The application must include copies of an identity document, the taxpayer identification number, and a bank account details certificate.

Annual Monetary Assistance for Released Individuals and Families of Captives
Each year, the state also pays 100,000 hryvnias for each year a person has been in captivity. This assistance is intended for both those released from captivity (for each year spent in captivity, if no assistance was received by a family member during that time) and for the families of those who continue to remain in captivity.
To receive the annual payment, it is necessary to submit an application with copies of:
- an identity document
- the taxpayer identification number
- documents or information confirming the fact of deprivation of liberty for each year for which assistance is requested
- a bank account details certificate
If the application is submitted by a family member, additional confirmation of family ties must be provided. Documents can be submitted online on the Ministry of Community’s website or the National Information Bureau.

Payments in Case of Death of a Person Who Was in Captivity
In the event of a person’s death while in captivity or within a year after release due to injuries, concussion, or illness related to captivity, the state pays a one-time assistance of 100,000 hryvnias. Recipients can be family members, parents, or dependents of the deceased.
To receive this assistance, it is necessary to submit an application on the Ministry of Community’s website, along with the following documents:
- completed and signed application
- identity document of the applicant
- document confirming family ties
- copy of the death certificate or extract from the State Register of Civil Status Acts regarding the registration of death
- copy of the certificate confirming the death of the released person from places of deprivation of liberty due to injuries, concussion, illness, or other circumstances related to captivity (form 106/o, established by the Ministry of Health)
- bank account details certificate

All documents for processing the specified payments can be sent by mail to the address: 01135, Kyiv, Beresteisky Avenue, building 14, or sent by email to the official address of the Ministry of Community.
