The European Union plans to cover two-thirds of Ukraine’s external financial needs in 2026–2027 through a loan of 90 billion euros. However, at present, Ukraine’s international partners have only confirmed funding for 2026, which creates risks for meeting needs in 2027.

EU’s plans for financial support to Ukraine
European Commissioner for Economy Valdis Dombrovskis stated that in 2026 and 2027, the EU will allocate 45 billion euros to Ukraine each year. These funds will cover about two-thirds of the needs of the state budget and the defense sector of Ukraine. Dombrovskis noted that the remaining funding should be provided by international partners, including G7 countries, the International Monetary Fund, other financial institutions, and EU countries that provide support in a bilateral format.
Concerns about funding in 2027
Despite clear plans for financial support in 2026, there are currently no approved guarantees from international partners for 2027. This issue raises concerns in the European Union, as one-third of the funds needed for Ukraine in 2027 have yet to be confirmed.
“I would say that right now (in 2026. – “EP”) we are largely secured (with funds for financing Ukraine. – “EP”). This year, the much more pressing issue is the funding shortfall for 2027,” emphasized Dombrovskis.
Until this situation is resolved, the European Union urges international partners to determine the funding volumes necessary to support Ukraine in 2027 to ensure stability and continuity of financial assistance.
