Veterans and People with Disabilities to Receive 50% Discount on Auto Liability Insurance

Ukrainian veterans and citizens with disabilities resulting from the war will be able to obtain a mandatory auto liability insurance policy with a 50% discount starting in 2025. This will be part of a new state policy to support veterans, aimed at ensuring their adaptation and social protection.

New Developments in Veteran Policy

The draft law on the fundamentals of state policy for veterans was approved by the Cabinet of Ministers on August 27. The document includes 11 key decisions: from defining the status of veterans and their family members to guarantees of medical, educational, social, and legal support. Among the most important steps are:

  • the creation of special veteran spaces;
  • the launch of adaptation programs for military personnel who have lost their sight;
  • simplifying access to rehabilitation aids — wheelchairs, white canes, etc.;
  • free dental treatment for foreign military personnel who served in the Armed Forces of Ukraine.

“Additionally, it has been decided that the state will compensate 50% of auto liability insurance for veterans and people with disabilities as a result of the war. It is encouraging to see the coordinated efforts of ministries so that every veteran has the opportunity to recover and realize their potential,” said Svyrydenko.

Conditions for Receiving the Discount on Auto Liability Insurance

The insurance discount will be effective from 2025 for the entire duration of martial law and for one year after its conclusion. For individuals with disabilities due to the war, the benefit will be permanent if they meet the following requirements:

  • the vehicle must have an engine capacity of up to 2500 cc or an electric motor with a power of up to 100 kW;
  • the vehicle is driven only by the owner or another person entitled to the discount;
  • the vehicle is not used for commercial activities (transporting passengers or goods);
  • the right to compensation applies only to one vehicle;
  • violating the conditions — for example, allowing another person to drive or providing false information — will result in the loss of the benefit in the future.

The costs of insurance will be reimbursed from the state budget according to the procedure established by the government. The Cabinet of Ministers is also authorized to set the details of compensation and its amount for other categories of citizens who will be entitled to a 50% discount.
