Verkhovna Rada to Consider Cryptocurrency Legalization Bill on August 19

The Verkhovna Rada of Ukraine may consider bill No. 10225-d regarding the legalization and regulation of the virtual assets market on August 19, 2025. This was reported by the First Deputy Chairman of the Committee on Finance, Taxation and Customs Policy, MP Yaroslav Zheleznyak.

Agenda and Features of the Bill

Bill No. 10225-d is included in the agenda as the fourth item for August 19. The MP noted that the political party “Servant of the People” plans to discuss this initiative at the “Coalition Council” meeting. After the possible adoption of the document, the stage of revising its text will begin, which may take some time.

“The document provides for the legalization of previously acquired digital assets with a 10% tax.”

Tax Conditions for Cryptocurrency Owners

One of the key points of the bill is the possibility to legalize existing digital assets. To do this, owners are offered to declare their cryptocurrencies and pay a one-time tax of 5% on personal income and 5% military tax. After paying these taxes, the assets will be officially recognized as legally acquired.

The 10% rate was agreed upon during consultations with international experts, including representatives of the International Monetary Fund. The Chairman of the Committee on Finance, Taxation and Customs Policy, Danilo Hetmantsev, emphasized that those who choose to keep their assets in the shadows will formally have that option. At the same time, he warned that over time, the identification of the cryptocurrency wallet owner will become inevitable, and all previous transactions will be subject to taxation.

It is worth noting that earlier, the head of the National Bank of Ukraine, Andriy Pyshny, outlined the main positions of the regulator regarding the issue of legalizing crypto assets in the country.
