The Cabinet of Ministers of Ukraine has initiated legislative changes that propose extending the deadline for voluntary payment of fines for traffic violations recorded by automatic monitoring from 10 to 15 days. The relevant draft law numbered 13614 has already been registered in parliament.

Reasons for Changes in Fine Payment Deadlines
Currently, drivers caught by surveillance cameras for traffic violations have only 10 days to voluntarily pay the fine. This period is shorter compared to other administrative offenses, which have a deadline of 15 days. Due to the limited time, drivers often fail to pay the fine on time, after which the amount is automatically doubled. This leads to an increase in the number of appeals against rulings in courts.
“As a result, the offender has an extremely short period to pay the fine. Consequently, there are frequent cases of slight delays in such payments, which… results in the collection of a doubled fine. As a result, the number of rulings being appealed increases”
Changes in the Deadlines for Enforcing Rulings
In addition to extending the deadline for voluntary payment of fines, the draft law proposes increasing the deadline for enforcing the ruling. Currently, this period is only 30 days, whereas according to the law “On Enforcement Proceedings,” it is three months for other administrative penalties. It is proposed to equalize the deadlines and establish a three-month period for enforcing rulings regarding the payment of fines for traffic violations, which should facilitate the enforcement process and reduce the burden on the judicial system.
If the draft law is adopted, drivers will have more time to resolve the issue of paying fines, and the risk of the fine amount being doubled due to late payment will also decrease.
