Verification of Soybean and Rapeseed Exporters through the State Agrarian Register: New Duty-Free Rules

Ukrainian farmers growing soybeans and rapeseed will now be able to apply for duty exemption under an updated procedure. Verification of producers will now be carried out through the State Agrarian Register (DAR), significantly simplifying and automating the processes.

The introduction of the new system comes just before the start of the next marketing season. From now on, to obtain the status of a verified producer, farmers must submit detailed information about their sown areas and expected or actual harvest volumes to the DAR. After entering the data, the system automatically checks compliance with established criteria and confirms the right to preferential export.

Only VAT payers who cultivate agricultural land can apply for the preferential regime. Separate requirements apply to cooperatives, particularly the presence of at least five verified members.

New Restrictions and Expanded Opportunities

As part of the fight against abuses, the state has established maximum yield indicators: for rapeseed — no more than 5 tons per hectare, for soybeans — up to 3.5 tons per hectare. These restrictions will determine the maximum amount of product that can be exported without paying duties. Starting from the marketing year 2026–2027, the remaining harvest from the previous season will also be included in the calculations automatically.

The Ministry emphasizes that the implementation of the digital model requires some time for adjustment. Therefore, farmers and traders are urged not to delay registration in the system and to consider technical nuances during its launch.

Since the beginning of 2026, Ukraine’s agricultural sector has shown steady growth. Despite a virtually unchanged export volume in physical terms, the country’s foreign exchange earnings have noticeably increased. In just January-February, 9.95 million tons of agricultural products worth 4 billion dollars were exported.
