A new government support program has been launched in Ukraine for farmers growing cotton in the southern regions. This initiative aims to restore the production of this strategic crop, which is crucial during wartime — cotton cellulose is a key raw material for the production of gunpowder.

Conditions for Receiving Government Subsidies
The financial support includes a payment of ₴10,000 for each hectare of cotton grown in Odesa, Mykolaiv, and Kherson regions. To receive the funds, applications must be submitted between June 10 and July 10, 2025, on the platform dar.gov.ua. Subsidy payments will begin on September 15.
Legal entities and individual entrepreneurs registered in the agricultural register, who have no debts to the budget and do not operate in temporarily occupied territories, are eligible for government support.
Cotton as a Strategic Crop for Ukraine
The importance of cotton cultivation has increased due to its role in supporting the defense sector. Cotton cellulose is used for producing gunpowder, so the restoration of this crop is part of the strategy to strengthen the country’s defense capabilities.
The Ministry of Agrarian Policy notes: “This plant has special value in wartime, as cotton cellulose is used for producing gunpowder.”
Previously, in 2024, experimental cotton cultivation was already conducted in southern Ukraine, which showed positive results. In light of this, the government decided to expand support for farmers specializing in this crop.
