The National Bank of Ukraine in its Inflation Report states that until the end of the current heating season, tariffs for electricity, gas, heating, and hot water will remain unchanged. This decision helps maintain price stability for housing and communal services during the winter period.

Possibility of tariff increases after winter
At the same time, Ukraine’s energy system requires significant financial investments to restore infrastructure damaged as a result of massive attacks. In this regard, a gradual and phased increase in utility tariffs to an economically justified level is likely after the heating period ends.
Impact of tariff policy on inflation and the energy sector
The NBU report emphasizes that the lack of clarity regarding the timing and scale of tariff increases may increase inflationary pressure and necessitate an expansion of the subsidy program for the population.
“At the same time, delaying tariff increases restrains inflation but worsens the financial condition of state energy companies and reduces the sector’s investment attractiveness.”
Delays in adjusting tariffs help control inflationary processes; however, they negatively affect the financial stability of energy sector enterprises and diminish their appeal to potential investors.
