Utility Rates Increased in Ukraine: Analysis by the State Statistics Service

Over the year, the average level of utility rates in Ukraine has risen by 20.1%. This information was released by the State Statistics Service of Ukraine.

Increase in Electricity Rates

The most significant increase was recorded in the electricity supply sector, where the cost of electricity rose by 63.6%. Among other changes, the following were observed:

  • maintenance of apartment buildings – +18.9%;
  • household waste disposal – +10.7%;
  • repair and maintenance of housing stock – +3.3%;
  • water supply – +0.7%;
  • wastewater disposal – +0.6%.

At the same time, rates for heating, hot water, and natural gas supply remained at the previous level.

Changes in Rates in 2025

In 2025, starting from the beginning of the year, the cost of maintaining apartment buildings particularly increased by 10.3%. A slight increase was also observed in the rates for:

  • sewage – +0.6%;
  • water supply – +0.7%;
  • housing maintenance – +1.6%;
  • waste disposal – +1.6%.

Overall, the most significant burden on household budgets was caused by the rise in electricity prices and housing and utility services.
